After the announcement of the Fort Meade related Base Realignment and Closure (BRAC) actions in 2005, the Regional Growth Management Committee (RGMC) was formed with 8 counties and 2 cities that surround Ft. Meade. The RGMC was tasked with identifying the impacts and opportunities that Fort Meade growth would bring to the region. This situation drove the need for action and in 2009, Congressman Elijah Cummings, Howard County Executive Ken Ulman and Howard Community College President Kate Hetherington established the BRAC Business Initiative (BBI).
